Subject: [IMP] RunSCM, RunDLL64 programs, needs SCI.dll to implement these
 functions though. [WIP] WRenderer DLL, which takes care of Window rendering,
 add UIRenderView class. 	- Note that this DLL is used internally by the
 shell, it shouldn't be linked with.
