dev, kernel: scheduler and heap related work.
- Replacing USER_HEAP_LIST with HEAP_HEAP_TREE. - Reworked Signal struct. - Add Team spinner inside ARM64 HAL too. Signed-off-by: Amlal <amlal@nekernel.org>
